Lemon Grove City Council Meets Tonight: Nov. 15

Business includes the Main Street Promenade project.

Edging closer to the envisioned Downtown Village, the Lemon Grove City Council will take steps to move along the Main Street Promenade project at its meeting tonight at the Community Center.

With the demolition of buildings located at 3466-3530 Main Street and 7752-7756 North Avenue now complete, the city must finalize an agreement with the San Diego and Arizona Eastern Railway Company that will allow construction to begin within the SDAE’s right-of-way.

The SDAE owns the tracks and right-of-way on which the trolley system operates—and is at the heart of the promenade. The city plans to break ground on its cornerstone project, a linear park and modernized trolley depot, in the New Year. Completion of the park is projected for summer of 2012.

Council members will also consider changes needed to an Owner Participation Agreement with the developer of Citronica One, a mixed-use, affordable family apartment complex that is the next phase of the redevelopment plan.

In other business, city staff is expected to hear whether Lemon Grove should enter a shared-use agreement with St. John of the Cross School that would let the facility use Kunkel Park for recess and physical education programs. Council members will give staff direction on the matter.

Also on tonight’s agenda, in a show of solidarity with the Lemon Grove School District, council members will likely take a stand opposing SDG&E's proposed “network use charge” on net-energy metering customers. Should the charge be implemented, the school district estimates it will be saddled with an additional $48,000 in costs to its already strained budget.
