Retired Attorney, Systems Manager Among New County Grand Jurors

They are among 19 San Diego County residents named to the grand jury for the 2013-14 term.

San Diego County has seated 19 new members on its grand jury, which includes a retired attorney from Spring Valley and a retired systems manager from Santee.

Melvyn Stein, the attorney, joins the systems manager, Steven Avery, on the panel.

Lixya Preston de Silva, an El Cajon retiree who once worked for the county's Senior Board, also was chosen. Seven other new jury members are from San Diego and three others each are from Chula Vista and Vista.

The jurors began their service July 8. Their names were drawn from a pools of 77 others who qualified.

The grand jury investigates complaints about the operations of local government. Recent reports from the panel include an examination of Imperial Beach's finances and adult bullying in San Diego schools.
