Issue: Is Abortion Bill the Latest Effort in Congress to Enact the Impossible?

Should Congress focus only on measures that have a chance of passing both chambers?

It’s formally called the Pain-Capable Unborn Child Protection Act, but the bill passed Tuesday in the House of Representatives that would bans abortions after 20 weeks is more of a pain to reporters.

The Senate will likely block the bill, and President Obama says he would veto such an effort, which challenges the 1973 Roe vs. Wade decision that dictates viability—around 24 weeks after conception.

The Republican-controlled House routinely approves measures that stand little or no chance in the Democratic-controlled Senate.  So the question might be: Why keep trying?
